Two guests were introduced by Mike Laster.  Noel Freeman, running for city council at large Position 4 and Lee Wilson, running for judge in the County District Court No. 14.  Approximately 20 persons were in attendance.

Mike introduced our speaker, Milton Winebrunner, President of the Sharpstown Civic Association.  He reviewed the many activities of the civic association.  He mentioned that 31% of the 6800 homeowners pay dues.  The revenue collected covers the cost of the five constables, mosquito spraying, and publication of the SCAN.  There is a very active deed restriction committee and an architectural committee.  Milton explained that as of April 1, there will be enforcement of the City Ordiance banning parking on the grass.  He discussed garage conversions, carports, and room rentals to non-family members as being against the deed restrictions.  Other matters discussed were the future of the Mall, the Gillman porperty and the old Carnaval property.

Mike then explained the function of the Tax Increment Reinvestment Zone and the Greater Sharpstown Management District.  These groups have the power to collect taxes from commercial properties in the district to be used for improvements in the community.  This includes security, traffic control, roads, sewers, water lines, beautification projects and the Mall area improvements.

A new slate of officers were elected for the club:  President, Joyce Akins, VP, Joe Mumbach, Secretary, Mary Haper, and Treasurer, Rod Haper.  Other board members are Sylvie Adams, Aster Eyob, and Jane Vidales.

The treasury balance is $1,061.  The phone tree volunteers will be Margaret Buckorn, Aster Eyob, and Gail Carter.  Aster volunteered to bring refreshments for the April meeting.
